Aide-Memoire: Options for reflecting weapons and ammunition management in decisions of the Security Council

Overview

This publication conveniently clusters past Security Council action regarding weapons and ammunition management and suggests further options. It seeks to assist particularly those Member States serving on the Security Council, in accurately and comprehensively reflecting state-of-the-art practices into relevant drafts of the Council’s decisions. The publication also supports the recommendation of the Secretary-General, in his report to the Security Council on small arms from 2015, that the arms situation be consistently considered when addressing both geographic and thematic issues on its agenda (S/2015/289).

This Aide-Memoire was developed by the UN Office for Disarmament Affairs. Drafts were helpfully reviewed by United Nations system partners including the UN Institute for Disarmament Research (UNIDIR), the UN Department of Political Affairs (DPA), and the UN Department of Peacekeeping Operations (DPKO). Additional consultations with policy experts and those involved in weapons and ammunition management in the field assisted in refining the scope and content of the Aide Memoire.

We are very pleased to share the tenth issue of the UNSGM newsletter. 2025 has proven to be another busy year for the UNSGM team. The first half of the year has already seen several training courses, a regional outreach workshop, and many other activities to strengthen the UNSGM – more details on which can be found in this issue.

This briefing paper provides an overview of the Global Framework for Through-life Conventional Ammunition Management (GFA) and explores its relevance and implications for the Asia-Pacific region. Building upon discussions held during the Informal Regional Meeting in support of the GFA—organized by UNRCPD on 4–5 December 2024 in Kathmandu, Nepal—and based on desk research and a series of consultations, the paper identifies regional opportunities and challenges for GFA implementation. The paper begins with a brief history of the process leading to the elaboration and adoption of the GFA.
